Minutes of the September 6, 2001 meeting at the IHSAA office

MINUTES

Minutes of the August 9, 2001 meeting were presented for approval. A motion for approval was made by Joseph Trimboli seconded by Cassel White; motion passed 19-0.

 

APPROVE THE 2001-02 CROSS COUNTRY TOURNAMENT SERIES OFFICIALS

Associate Commissioner Craft presented a list of cross country starters to be approved for the Cross Country Tournament Series. A motion to approve those starters who have applied to work the cross country tournament was made by Lee Lonzo; seconded by Jim Feist; motion passed 19-0.

 

APPROVE THE 2001-02 FOOTBALL TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Cox provided a list of football crews from which tournament officials will be chosen; approval to use said crews was requested. A motion to approve the football officiating crews was made by Michael Powell; seconded by Michael Necessary; motion passed 19-0.

 

APPROVE THE 2001-02 VOLLEYBALL TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Searcy submitted, for approval, the names of volleyball officials who have applied to work the volleyball tournament series. A motion to approve the volleyball officials was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 19-0.

 

APPROVE THE 2001-02 SOCCER TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Wynns presented a list of soccer officials to be approved for the soccer tournament series. A motion to approve the soccer officials was made by Cecil Raymond; seconded by Patrick Mapes; motion passed 19-0.

 

APPROVE THE 2001-02 BOYS TENNIS TOURNAMENT SERIES OFFICIALS

Assistant Commissioner Wynns presented a list of tennis chair officials to be approved for possible use in the boys’ tennis tournament series. A motion to approve the tennis officials was made by Dennis Eller; seconded by Joseph Trimboli; motion passed 19-0.

 

APPROVE 2001-02 COMMITTEE APPOINTMENTS

Chairman Oren Sutherlin presented a list of committee appointments:

  1. Public/Private Committee – Chairperson Joseph Trimboli, Linda Barnett, Curtis Casbon, Michael Necessary, Roy Simpson, John Williams.
  2. Personnel Committee – Chairperson Michael Powell, Curtis Casbon, Dennis Eller, Jim Feist, Lee Lonzo, Janis Qualizza, Cecil Raymond.
  3. Student Advisory Committee – Chairperson Lee Lonzo, Dan Cunningham, Phil Hoskins, Pam Noble, John Williams.
  4. Centennial Committee – Chairperson Phil Gardner, Patrick Mapes, Roger Weaver, Cassel White.
  5. Automobile Committee – Chairperson Roger Weaver, Phil Hoskins.
  6. Investment Committee – Chairperson Ray Craft, Dennis Eller, Phil Gardner, Blake Ress, Joseph Trimboli.

A motion to approve the committee appointments was made by Phil Gardner; seconded by Dennis Eller; motion passed 19-0.

 

PRELIMINARY REPORTS ON BASKETBALL TOURNAMENTS

Associate Commissioner Craft and Assistant Commissioner Wynns reported on preliminary plans for the 2001-02 boys and girls basketball tournaments.

 

FINANCIAL REPORT

Commissioner Ress presented the August financial report of the Association.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2001-02 school year. This report included the following actions as of September 6:

Full Eligibility: 1,036.

Limited Eligibility: 87.

Ineligible: 11.

Total: 1134.

SPORTSMANSHIP

Assistant Commissioner Wynns recounted the unsportsmanlike conduct reports that have been received. There have been 97 incidents reported, including the following breakdown by sports: Boys Soccer – 62; Football – 28; Girls Soccer – 7. Assistant Commissioner Wynns also reported on the sportsmanship seminar she attended involving Fort Wayne area students. Mike McMillen of Fort Wayne Northrop High School was commended for organizing the seminar. The IHSAA recently distributed 10 sportsmanship posters to each member school, as well as public service announcements focusing on the sportsmanship issue.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Bedford North Lawrence High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

  1. The Bedford North Lawrence High School football program is issued a warning.
  2. The freshman football coaches are reprimanded for allowing this violation to occur.
  3. The administration of Bedford North Lawrence is requested to educate the coaching staff regarding the necessity for licensed officials to work all interscholastic contests where officials are required.
  4. The administration is commended for its prompt reporting and handling of this matter.

Bloomington South High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-4.

  1. The Bloomington South High School girls soccer program is issued a warning.
  2. Coach Chris Sellers is severely reprimanded for causing this violation to occur.
  3. The IHSAA accepts the actions the school has taken including the suspension of the coach.
  4. The administration is commended for its prompt reporting and handling of this matter.

Bloomington South High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

  1. The Bloomington South High School football program is issued a warning.
  2. Bloomington South is directed to forfeit the game to Bedford North Lawrence High School.
  3. Athletic Director Mo Moriarity is reprimanded for allowing this violation to occur.
  4. The administration is commended for its prompt reporting and handling of this matter.

Brebeuf Jesuit High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c.

  1. The Brebeuf Jesuit High School girls cross country program is issued a warning.
  2. The student athlete who participated in running a camp during Week 5, causing this violation to occur, shall be suspended for one meet.
  3. The administration is commended for its prompt reporting and handling of this matter.

Brebeuf Jesuit High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c.

1. The Brebeuf Jesuit High School girls soccer program is issued a warning.

  1. The student athlete who participated in a soccer camp during Week 5 causing this violation to occur, shall be suspended for two contests.

3. The administration is commended for its prompt reporting and handling of this matter.

Edgewood High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2b.

  1. The Edgewood High School boys basketball program is issued a warning.
  2. Coach Brad Dickey is reprimanded for conducting an open facility session at a time when open facility programs should not be operating.
  3. The administration is commended for its prompt reporting and handling of this matter.

Evansville Harrison High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3.

  1. The Evansville Harrison High School boys soccer program is issued a warning.
  2. Assistant Coach Jason Watkins is reprimanded for allowing an ineligible player to participate.
  3. The junior varsity soccer match that the ineligible student athlete participated in shall be forfeited to Floyd Central High School.
  4. The administration is commended for its prompt reporting and handling of this matter.

Franklin County High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-3.

  1. The Franklin County High School girls soccer program is issued a warning.
  2. Coach Jack Cooper is reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

Jennings County High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2a.

  1. The Jennings County High School boys basketball program is issued a warning.
  2. The four student athletes involved in this violation shall be suspended for three games during the 2001-02 basketball season.
  3. The administration is commended for its prompt reporting and handling of this matter.

Lawrence Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c.

  1. The Lawrence Central High School girls soccer program is issued a warning.
  2. The student athlete who participated in a soccer camp during Week 5 causing this violation to occur, shall be suspended for two matches.
  3. The administration is commended for its prompt reporting and handling of this matter.

Lebanon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c.

  1. The Lebanon High School girls basketball program is issued a warning.
  2. Coach Tracey Hammel is reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

North Central (Indpls.) High School – Commissioner Ress reported the following action as a result of a violation of

Rule 101-3.

  1. The North Central High School girls soccer program is issued a warning.
  2. Coach Tony Jacklin is reprimanded for permitting this violation to occur.
  3. The soccer match versus Brownsburg High School in which the ineligible student athlete participated shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.
  4. The administration is commended for its prompt reporting and handling of this matter.

Perry Meridian High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-1.

  1. The Perry Meridian High School volleyball program is issued a warning.
  2. Coach Anndi Maguire is reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

Pike High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.

  1. The Pike High School boys basketball program is issued a warning.
  2. The six student athletes involved in this violation shall be suspended for three games during the 2001-02 basketball season.
  3. The administration is commended for its prompt reporting and handling of this matter.

Richmond High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-4.

  1. The Richmond High School girls soccer program is placed on probation through the 2001-02 school year.
  2. Coach Jim Mussoni is severely reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

South Bend Clay High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3b.

  1. The South Bend Clay High School boys soccer program is issued a warning.
  2. Coach George Lund is reprimanded for allowing an ineligible player to participate.
  3. The junior varsity soccer matches that the ineligible student athlete participated in shall be forfeited to Elkhart Memorial High School and South Bend Adams High School respectively.
  4. The administration is commended for its prompt reporting and handling of this matter.

Zionsville High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1.

  1. The Zionsville High School boys tennis program is issued a warning.
  2. Coach Matt Mulholland is reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

Commissioner Ress presented possible agenda items to be discussed at area principal meetings. The Participation Rule will be a much anticipated topic. Member school administrators are encouraged to attend the following meetings:

BASKETBALL SUMMIT MEETING

Associate Commissioner Craft and Assistant Commissioner Wynns reported on discussion that took place during a recent meeting of girls and boys basketball coaches, officials, and previous observers. The group addressed the three-person officiating system, the 14-foot coaching box, the current physical nature of the game, and the observer program.

A motion to adjourn the September meeting of the Executive Committee was made by Joseph Trimboli; seconded by Linda Barnett; motion passed 19-0. The next meeting of the Executive Committee will be at IHSAA headquarters at 8 a.m. on Oct. 11, 2001.
